Local Regulations & Permits
Highlands: The eastern portions of a few Warren County municipalities enter the Highlands Planning Area. The vast majority of the county — including Mansfield, Washington Township, Oxford, Pohatcong, and most of Hackettstown — is outside the Highlands entirely.
No county-wide tree ordinance: Warren County’s rural municipalities generally do not have the type of tree protection ordinances found in Morris or Somerset counties. Clearing on rural parcels is straightforward from a permitting standpoint.
Musconetcong River buffers: The Musconetcong is a Category One waterway with enhanced 300-foot riparian buffer protections. Properties along the river need clearing plans that stay within these limits.
Agricultural preservation easements: Present on some parcels, particularly in Mansfield and the farming communities. These generally support agricultural clearing.
Soil conservation: The Warren County Soil Conservation District oversees erosion control for projects above the 5,000-square-foot disturbance threshold.
